RFP 10-11-69 Youth Tutor-Cold Springs Rancheria
OVCDC is seeking bids from qualified tutors to provide 2 hours of tutoring and homework assistance services daily Monday through
Thursday with 1/2 hour set and 1/2 hour clean up time allowed for a total of 12 hours per week. Tutoring is to be conducted in Cold Springs Rancheria (Tollhouse, CA). Contractor will be responsible for documentation of student monthly attendance hours. This project will not exceed $3,960.00 through January 31, 2011 including all expenses. Contractor must complete a seven (7) year criminal background investigation authorization and obtain OVCDC HR background clearance prior to providing services. This project will be funded entirely with Government Grant funds.
RFP 10-11-48 Adult Education Teacher
OVCDC is seeking bids from qualified California credentialed teachers to provide 4.5 hours of Adult Education services daily on Tuesday’s, and Thursday’s with 1 hour preparation time for a total of 10 hours per week. Classes are to be held 2.25 of instruction in Big Sandy (Auberry, CA) and 2.25 hours of instruction in Cold Springs (Tollhouse, CA). The adult education teacher will teach Tribal TANF eligible students, GED preparation and testing, basic computer literacy, DMV study, and Life Skills Workshops as well as administer assessment tests. Contractor will be responsible for data collection of assessment scores and student monthly attendance hours. This project will not exceed $14,400.00 for an 11 month term including all expenses. This project will be funded entirely with Government Grant funds.
RFP 10-11-45 ANA Apprentice Speaker (indigenous languages)
OVCDC is seeking bids from qualified individuals to provide services as an ANA Apprentice speaker. Must have knowledge of indigenous language that a Master Speaker will teach. It is not necessary to be a speaker, but apprentice must be able to understand a fair amount of language such as basics. The apprentice may have been around indigenous language and only speak small things but be able to understand more than he/she can speak. Will work with Master Speaker in an immersion setting to increase fluency of indigenous Language; will attend all Master Apprentice trainings for instruction in Immersion teaching/learning techniques and assessments; will complete 600 hours of learning , on an average of 20-25 hours per week; will maintain contact with ANA Mentor/Coordinator on a bi-weekly basis; will complete weekly journals to be turned in with invoices; must be willing to teach indigenous language to others; will be compensated at $10.00 per hour not to exceed $6,000.00. This project will be funded entirely with Government Grant funds.

Contractor will be responsible for data collection of assessment scores and student monthly attendance hours. This project will not exceed $14,400.00 for an 11 month term including all expenses. RFP 10-11-05 Indigenous Language Media Technician
OVCDC is seeking proposals from responsible qualified independent contractors to provide services as an Indigenous Language Instructor-Media Technician. Contractor is preferred to have knowledge and communication skills in an Indigenous language and skills and experience in operation of recording and audio visual equipment and associated software. OVCDC is seeking services of media technicians within the OVCDC service area of Inyo, Kern, Tulare, Fresno and Kings Counties in California. This project will be funded entirely with Government Grant funds not to exceed $13,000.00 per year per technician.
RFP 10-11-04 Indigenous Languages-Linguist
OVCDC is seeking proposals from responsible qualified independent contractors to provide services to the Nüümü Yadoha Language Program by doing assessments, developing assessment tools, academic research, gather linguistic data and information through on site interviews and review of existing Nüümü Yadoha Language Program materials. Services will be provided within the OVCDC service area of Inyo, Kern, Tulare, Fresno and Kings Counties in California. This project will be funded entirely with Government Grant funds not to exceed $40,000.00 per year per linguist.

OVCDC is seeking proposals from responsible qualified independent contractors to provide services as an Indigenous Language Instructor I. Contractor is expected to have basic knowledge and communication skills in an indigenous language. OVCDC is seeking instructors of Indigenous languages that are understood, spoken or of interest to sufficient TANF eligible individuals within the OVCDC service area of Inyo, Kern, Tulare, Fresno and Kings Counties in California. This project will be funded entirely with Government Grant funds not to exceed $16,000.00 per year per instructor.

OVCDC is seeking proposals from responsible qualified independent contractors to provide services as an Indigenous Language Instructor II. OVCDC is seeking instructors of indigenous languages that are understood, spoken or of interest to sufficient TANF eligible individuals within the OVCDC service area of Inyo, Kern, Tulare, Fresno and Kings Counties in California. This project will be funded entirely with Government Grant funds not to exceed $23,000.00 per year per instructor.

Contractor is expected to be fluent and conversational with advanced knowledge and verbal communication skills in an indigenous language. OVCDC is seeking instructors of indigenous languages that are understood, spoken or of interest to sufficient TANF eligible individuals within the OVCDC service area of Inyo, Kern, Tulare, Fresno and Kings Counties in California. This project will be funded entirely with Government Grant funds not to exceed $18,000.00 per year per instructor.
All OVCDC Request for Bids are subject to Section 7(b) of the Indian Self Determination & Education Act (25 USC 450e(b)) which provides to the greatest extent feasible, preference and opportunities be given to American Indians and American Indian owned business enterprises and OMB Circular A-102 (45 C.F.R Part 92.36(e)) requiring OVCDC to take all necessary affirmative steps to assure minority firms, women’s business enterprises and labor surplus area firms are used when possible. For Indian Preference to be applied to American Indian owned and controlled businesses, proof of American Indian business ownership with more than 50% control must be submitted with the proposal.
